Italian Senator Carlo Calenda has filed a parliamentary question in session No. 415 of the 19th legislature, urging Italy's Minister of Infrastructure and Transport to prioritize approval of Tesla Full Self-Driving (Supervised). He points out that tens of thousands of hardware-ready Tesla vehicles are already on Italian roads and could gain hands-free driving capabilities.

The Netherlands' RDW issued the EU's first provisional type-approval for FSD (Supervised) on April 10 under UN Regulation 171. Tesla released software update 2026.3.6 to eligible vehicles less than 24 hours later. Dutch owners report strong performance even on Amsterdam's narrow streets and dense bike lanes.

The RDW notified the European Commission under Article 39 for wider review. The Technical Committee on Motor Vehicles extended its May 5 session on the Dutch filing but scheduled no vote.

Spain's traffic directorate has received a request to fast-track based on the Dutch precedent. France plans to wait for EU clearance, while Sweden is considering restrictions to new vehicles only.

The Dutch approval covers only Hardware 4-equipped vehicles, excluding older Hardware 3 models and positioning Italian HW4 owners for a faster supervised FSD rollout. A Dutch owner who paid €6,400 for FSD in 2019 launched hw3claim.nl, which has collected 5,400 registrations. Italian HW4 owners stand to benefit from hands-free access if Calenda's initiative prompts government action.
